The City of Miami is one of the most complex architectural and regulatory environments in Florida, and in many cases, the entire United States. The City of Miami Building Department enforces Florida Building Code and Miami-Dade regulations governing all construction, renovation, and development within city limits. ā€‹At the center of the city’s planning system is Miami 21, a form-based zoning code that replaced traditional zoning and organizes the city into transect zones ranging from low-density residential areas to the urban core. This system regulates everything from single-family additions in Little Havana to high-rise towers in Brickell and Wynwood. ā€‹The city also includes more than 100 designated historic resources and 10 historic districts listed in the Miami Register of Historic Places. These areas are reviewed under strict preservation standards to protect their unique architectural, cultural, and archaeological heritage.

Downtown, Brickell, Wynwood, and surrounding neighborhoods continue to evolve rapidly through redevelopment, transit-oriented growth, and cultural investment. On top of this, Florida’s Live Local Act has introduced new density and use allowances in qualifying areas, adding both opportunity and regulatory complexity. ā€‹In Miami, there is no simple permitting path. For example, T3 zones focus on low-density residential development, while T4 and above allow increasing levels of density and mixed-use potential. Misinterpreting a transect designation is one of the most common reasons projects face delays or redesigns in the City of Miami.
