Unlike the established urban neighborhoods of Hialeah or Coral Gables, Homestead sits at the intersection of rapid residential growth, active agricultural land conversion, and a unique set of federal airspace restrictions that affect construction across large portions of the city.

 

The City of Homestead's Development Services Department combines urban planning, building permitting, inspections, and economic development in a coordinated system designed to advance the city's diverse and distinct neighborhoods and promote a prosperous economy, but navigating that system requires knowledge of multiple overlapping regulatory frameworks simultaneously. As of October 2025, the City of Homestead launched a new electronic permitting platform called EPL-B.U.I.L.D. for all building, utilities, inspections, and land development applications — a significant procedural change that affects how every permit application in Homestead is now submitted and tracked.
